CURRENT PUBLIC SIGNAL
What we know now
Amazon is planning a Wharton County campus near Boling. September 8 groundwater permits are reported for offices, construction and fire protection; actual use, cooling-water authorization and power remain separate questions.
This is a working local record. Status reflects public announcements, filings, construction reports, and operating information available on the review date—not a guarantee that every proposed phase will be built.
State permit audit: Since September 21, 2026, TCEQ has paused data-center-related permit approvals while the ERCOT and Texas Water Development Board audits proceed. A filing, registration, or local approval does not establish that every required state authorization has been issued.
DATED EVIDENCE & OPEN QUESTIONS
Groundwater ceiling · reported September 8 milestone
The Houston Chronicle’s October 2 report says CBGCD issued three Amazon Data Services permits September 8, 2026: up to 78.2 million gallons across roughly 2.5 years for office/restroom use, construction and fire protection. This is an authorized ceiling, not measured consumption. Signed permits were not located in the district’s posted records; exact per-well limits and conditions remain unverified.
Cooling water and power · unresolved
Cooling surface-water applications were unfiled as of that report. Power capacity and energization remain unconfirmed. The groundwater milestone preceded the September 21 TCEQ pause and does not establish full campus approval.
Official records · checked October 7, 2026
The district’s minutes index stops at August 11, 2026; its homepage still links the July 29 preliminary Amazon hearing. No September 8 final order, signed permit or minutes were located in the public records checked. Permit numbers, individual well limits, effective and expiration dates, and actual withdrawals remain unverified. This limited search does not establish that the documents do not exist.
Look-ahead · agenda scope only
The posted agenda labeled October 10, 2026 contains a TexPool investment action and no Amazon permit item. No later Amazon action was identified in this agenda check. The notice calls October 10 Thursday, although that date falls on Saturday; confirm the meeting date with the district before attending.
